The MyCLCPlus card is issued to all Central Lakes College students, through a partnership between the Minnesota State Colleges and Universities, Central Lakes College, and Higher One, a financial services company serving colleges and universities across the country.
This is not a credit card. This service will give you faster access to your financial aid funds and/or student payroll, depending on your refund selection.
MyCLCPlus Card for New Students
Students that are registering at Central Lakes College for the first time will receive the MyCLCPlus card in the mail. You will be receiving your financial aid, refunds and/or student payroll on the MyCLCPlus card. It's fast, secure and convenient: no waiting in line.
Financial Aid and Student Payroll Disbursement Options
After you have registered for a class at Central Lakes College, you will receive a MyCLCPlus card in the mail. Do not throw the card away.
You will need it to select a financial aid or student payroll disbursement option.
Your Disbursement Options
Once you receive the card, you have three options to select how you wish to receive your financial aid or student payroll disbursement. Your selection is called your "refund preference" – keep in mind that you must choose one.
Carefully read through all of the information for each option and make the selection that is best for you.
1. Transfer to Your Existing Bank Account
You may request to electronically deposit your financial aid disbursement or your student payroll to your existing bank account. Visit MyCLCPluscard.com Links to school’s Higher One Info when you receive the card to activate your account and select to have your financial aid or student payroll disbursement transferred. If you choose this option, your refund will be deposited in your bank account after Central Lakes College sends the funds to Higher One. There is no charge for receiving your refund this way. You will have to complete, print and mail an Automated Clearinghouse Transfer (ACH) form.
2. Higher One Account
The Higher One account is a checking account/debit card that you open with Higher One and link to your MyCLCPlus card. If you select the Higher One account, you will be able to use your MyCLCPlus card to make purchases anywhere that MasterCard is accepted and to get cash out of Higher One ATM machines. Visit MyCLCPlus card when you receive the card to activate your account and select the Higher One account. If you choose this option, your disbursement is available the following business day after Central Lakes College sends the funds to Higher One. Financial aid disbursements are usually available the third week of each semester for students that have an active award and are in good academic standing. There may be fees associated with the Higher One account, including PIN based transaction fees. To avoid a debit fee, use the "swipe and sign" method when making purchases: swipe your card, select the "credit" option and sign your receipt. With the Higher One Account you also have the option of various mobile banking features. You only have to open the Higher One Account if you wish to have your refund on your MyCLCPlus Card
3. Paper Check
You may request to have your financial aid refund disbursement issued in a paper check. Visit MyCLCPlus card when you receive the card to activate your account and select to have your refund disbursement issued as a paper check. Checks are mailed to your address on file at Central Lakes College after Central Lakes College sends the funds to Higher One. It is important that you update any changes to your address to avoid delays in receiving your check. There is no charge for receiving your disbursement or student payroll this way, although it will take longer for the check to arrive at your address.
Higher One ATM Locations
You can use Higher One ATMs to withdraw cash and/or view the current available balance on your Higher One checking account/debit card. There is no fee when using the MyCLCPlus card. The daily cash limit is $500.
There are ATM’s located at both the Brainerd and Staples campuses in the cafeteria/commons areas.
To locate the Higher One Account ATM nearest you:
Login to MyCLCPlus card
Go to the One Account Tab and down to Spend
Under the Heading, "Get Cash," there is a link: "Find the closest Higher One ATM."
That link will bring you to the ATM closest to you. You can also find ATMs in other states if you are traveling.

How do I choose my refund preference with MyCLCPlus card?
Visit MyCLCPlus card to select your refund preference? Students are free to choose the Higher One Account, transfer to an existing bank account or get a check mailed to their address. Each preference is easy to choose and confirmed to make sure there is no mistake.
Does Higher One charge fees?
You are not charged to receive your financial aid disbursement, regardless of your refund disbursement preference. If you select the One Account, you will not be charged for standard banking services such as zero minimum balance, online bill pay, etc.
However, there are fees for other services such as wire transfers, PIN based transaction fees, etc. Please read the Higher One Fee Schedule carefully to learn about potential fees and how to avoid being charged. To avoid a debit fee, use the "swipe and sign" method when making purchases: swipe your card, select the "credit" option and sign your receipt.
If I select the Higher One Account is there a $.50 fee for purchases made with the MyCLCPlus card?
You have two options when making purchases with the MyCLCPlus card: selecting "credit" or "debit." Both options draw money from your Higher One Account.
When you select the credit option you will be asked to sign your receipt instead of entering your PIN. By selecting the credit option, you will not be charged the $.50 PIN transaction fee.
Purchases made using the debit option will be subject to the $.50 PIN transaction fee.
Can I change my refund preference?
Yes, you can change your refund preference at any time online at. Select "Financial Refunds" then "Refund Preferences" from the main menu to update your refund selection.
How will I know when my refund has been deposited to my Higher One Account?
You will receive an email when your refund has been deposited into your Higher One Account. You can also check your balance online at MyCLCPluscard.com
What if I do not receive my MyCLCPlus card in the mail?
You can track your card status online at MyCLCPlus card using the "Where's My Card" feature. You may also visit the Business Office on the first floor for assistance in tracking your card.
Do I have to choose a preference for a refund with the MyCLCPlus card that was mailed to me?
You will need to activate your MyCLCPlus card in order select your refund preference. You will have three options: transfer to an existing bank account, Higher One Account/debit card or paper check sent by mail.
What will happen if I don't activate MyCLCPlus card?
Higher One will not be able to disburse your financial aid refund. You must activate the card and choose your refund preference to avoid delays in receiving your financial aid disbursement.
What is the Higher One Account?
The Higher One Account is a free checking account service from Higher One. Review the Higher One Account information online at MyCLCPlus card for more details.
Do I have to open a Higher One Account or do I have other choices?
You are not required to open a Higher One Account. You can choose to have your financial aid disbursement deposited into your current checking account or have a paper check mailed to your home address.
Where can I use the MyCLCPlus card?
If you choose the Higher One Account, you can use the card anywhere that MasterCard is accepted. There are fees for PIN-based transactions (see Fee Schedule). To avoid fees, select the "credit" option. In most cases, you will be asked to sign a receipt when you make purchases with the card.
Are there any ATM fees?
You will not be charged any fees for using the Higher One ATM with your MyCLCPlus card. However, you will be charged for using another bank's ATM (see Fee Schedule). To find the nearest ATM, login to MyCLCPlus card and go to the One Account Tab and down to Spend. Under the Heading, "Get Cash," there is a link: "Find the closest Higher One ATM." This link will bring you to the closest ATM.
How does this program benefit students?
Financial aid refunds were previously issued by paper check and direct deposit into a bank account. This method resulted in a long wait for students because the majority of students choose to have their disbursements provided through a paper check. Students now have more options for how they receive their disbursements and, depending on the refund disbursement preference, will receive their money faster.
Are there any daily limits to using the MyCLCPlus card?
Yes. There is a daily limit of $500 in cash from an ATM and a daily limit of $2,500 from the card.
If I use a credit card to pay for tuition and then I am eligible for a refund because I withdraw from classes before the end of the add/drop period, does my refund go onto the MyCLCPlus card?
No, if tuition was paid by credit card either online or at the tuition window, the refund will be put back onto the credit card rather than being processed by Higher One.
